Russian President Dmitry Medvedev has welcomed the nuclear fuel declaration made by Iran, Turkey, and Brazil on Monday.

"What was done by our colleagues needs to be welcomed. This is the politics of a diplomatic solution to the Iran problem," AFP quoted Medvedev as saying to reporters in Kiev.

"We need to have consultations with all the parties, including Iran, and then determine what to do next," he added.

On Monday, Iran, Turkey, and Brazil made a declaration on a draft proposal according to which Tehran would send the bulk of its 3.5 percent enriched uranium to Turkey in exchange for 20 percent enriched uranium, which would be used as fuel for the Tehran research reactor, which produces radioisotopes for cancer treatment.

Tehran expects to receive the 20 percent enriched nuclear fuel within a year.

But if the deadline is not met, Turkey "will return swiftly and unconditionally Iran's low-enriched uranium," Iranian officials said earlier on Monday.

Iranian President Mahmoud Ahmadinejad

Iranian President Mahmoud Ahmadinejad says the nuclear fuel swap deal could be the first step towards boosting and reorganizing cooperation between Iran, Brazil and Turkey.

He made the remarks at a trilateral meeting in Tehran on Monday to clinch an agreement on a nuclear fuel swap deal.

The session was attended by Iranian President Mahmoud Ahmadinejad, his Brazilian counterpart Luiz Inacio Lula da Silva and Prime Minister Recep Tayyip Erdogan of Turkey.

President Ahmadinejad further said cooperation among the three nations can play a pivotal role in international developments.

He underscored Iran, Turkey and Brazil are economic, political and cultural heavyweights whose mutual cooperation can open up tremendous opportunities for them as well as for other nations.

He also highlighted efforts to set the stage for nations to reclaim their rights and secure their interests.

really great news especially after an attack on Iraq for weapons of mass destruction and the only weapon they found was an old wooden world war one rifle. Imagine an attack on Iran and finding nothing? Thank you Turkey and Brazil. That is the way to go. While still in the area could you also please show America how to get israel out of the stolen Palestinian state and two state solution. America has been sleeping on the wheels for years and nothing is happening just more Palestinians killed and more of their lands stolen and settled on while America is still waiting for all the stars to line up. Brazil and Turkey should at least convince America not to send American weapons used to kill the Palestinians and the hard working American tax payers money used in the constructions of these new settlements on stolen Palestinian lands. That will be the first step. Brazil and Turkey should also help push for a regime change in the apartheid israel.

WASHINGTON - Democratic presidential candidate Barack Obama accused President Bush on Thursday of launching a "false political attack" with a comment about appeasing terrorists and radicals.

According to the May 2 New York Times, ports on the US west coast were shut down on May 1 by dockworkers calling for an end to the US-led occupation of Iraq.

"Cranes and forklifts stood still from Seattle to San Diego, and ships were stalled at sea as workers held rallies up and down the coast to blame the war for distracting public attention and money from domestic needs like health care and education", the NYT reported.

The main West Coast employers' group, the Pacific Maritime Association, opposed the strike and argued it was a violation by its organisers, the International Longshore and Warehouse Union, of its labour contract. A PMA spokesperson described it as "genuine defiance".

According to the NYT, "dock workers were joined at port entrances or at rallies by other groups protesting the war or frustrated by economic issues or immigration policies. Some rallies seemed as much like street fairs as angry acts of resistance, with booksellers setting up stands and supporters of the presidential candidate Ralph Nader carrying banners."

The NYT reports in California, some truck drivers decided not to cross the picket lines.` `They told me it was a picket but if I wanted to go in I could", Cesar Lara told the NYT. "But I'm supporting them and to end the war."

Enlarge Iraqis walk by a pile of burning trash in the Sadr City neighborhood of Baghdad. Residents have complained to American soldiers about a lack of basic services.

For weeks, there have been reports that Prime Minister Nuri Kamal al-Maliki is preparing to move ahead with a multimillion-dollar program to rebuild the southern swath of Sadr City, which is currently occupied by Iraqi and American troops.

But almost a month after American and Iraqi forces pushed into the area, there are no signs of reconstruction. Instead, the streets are filled with mounds of trash and bubbling pools of sewage. Many neighborhoods are still without electricity, and many residents are too afraid to brave the cross-fire to seek medical care. Iraqi public works officials, apparently fearful of the fighting, rarely seem to show up at work, and the Iraqi government insists the area is not safe enough for repairs to begin.

On Saturday, three Sadr City residents gingerly approached an American Army position to deliver a warning: Unless the Iraqi government or its American partner did something to restore essential services and remove the piles of garbage, the militias would gain more support.

The Iraqi government has long had difficulties improving services for its citizens, but the delay in mounting reconstruction efforts in Sadr City is complicating the American strategy to thwart the area's militias and halt the mortars and missiles that had been fired from its streets toward the fortified Green Zone.

Hoping to stabilize the southern portion of Sadr City, American forces are building a wall to partition the neighborhood, and have moved with the Iraqi Army into the Thawra and Jamilla areas, south of where the barrier is being built.

But a standard — and, according to many here, crucial — counterinsurgency tactic is to appeal to a skeptical population after fighting through an area, by restoring and improving basic services.

"He who is able to fix the public utilities holds the keys to the kingdom in terms of winning the support of the Iraqi people and ultimately ending this conflict," said Sgt. Alex J. Plitsas of the 312th Psychological Operations Company, who met with Sadr City representatives.

"People tell me time and time again that they see their basic needs as being more than food, clothing and shelter," said the sergeant, whose team is attached to Company B, First Battalion, 14th Infantry Regiment. "They include electricity, water and sewage. And until the Iraqi government provides them with such basic services, they won't trust them."

Indeed, the Mahdi Army, the militia founded by Moktada al-Sadr, the anti-American cleric who holds sway here, has long used the delivery of aid and basic services as a means of building political influence.

"Through a `Hezbollah-like' scheme, the Shiite Sadrist movement has established itself as the main service provider in the country," notes a recent report by Refugees International, an advocacy group. "As a result of the importance of nonstate actors in the delivery of assistance and security, civilians are joining militias."

Sadr City is so large and poor that large swaths have been in chronic disrepair, but the fighting inflicted further damage. Residents have repeatedly asked American troops during patrols why the garbage cannot be removed and basic repairs made in the areas the Americans control, especially since the most intense fighting appears to be over in these sectors.

The soldiers have stressed that they are not standing in the way of such efforts, and would also like them to begin.

But while the government has been willing to fix water, sewage and electrical lines in the past, officials say that it was still too dangerous for work to begin. The Iraqi government held a joint news conference with the American military on Sunday to promote their plans to help Sadr City, including $150 million to bolster the area's infrastructure. But when pressed on the timetable for reconstruction, an Iraqi spokesman for the Baghdad security plan refused to estimate a starting date.

Israel is coming under increasing pressure to reconsider its latest diplomatic appointment to Australia after complaints that the official had been involved in a South American sex scandal.

This comes amid reports that the diplomat he is replacing, Amir Laty - allegedly expelled in December on national security grounds - believes he may have been forced out of Australia because of his close contact with Attorney-General Philip Ruddock's daughter.

In the latest of a series of controversies besetting Israel's Canberra embassy, some Australian Jewish leaders have protested at the appointment of Aryeh Scher as a senior consul. Israeli Foreign Ministry spokesman Mark Zegev confirmed Mr Scher had previously been censured for improper conduct in Brazil, but an inquiry determined he had not indulged in criminal behaviour.

Mr Zegev said concerns had been raised "from several quarters" about the appointment, "so we are having a second look at the appointment because we take these concerns very seriously".

Mr Scher had been "a young single man in Brazil" five years ago. An Israeli Civil Service Commission hearing into sex ring allegations found "behaviour unbecoming of a diplomat, but there was no criminal conduct", Mr Zegev said.

He firmly rejected media reports that Mr Scher had been part of a child sex ring.

Graeme Leonard, president of the Executive Council of Australian Jewry, said he had not complained to Israel. "My executive took the view that it was best left to the Government to sort out, and we were confident they would," he told The Age.

Australian Jewish News editor Dan Goldberg said the Israeli Foreign Ministry had shown a "blatant disregard" for the spotlight shining on the embassy because of the Laty affair in deciding "to dispatch a diplomat who had been implicated by Brazilian police, rightly or wrongly, in a child sex scandal".

But Mr Goldberg has editorialised to defend Mr Laty, suggesting he was expelled in tit-for-tat diplomacy because one of two Israelis convicted in New Zealand last year for passport fraud had been living in Sydney.

A spokesman for Foreign Minister Alexander Downer said he had no comment.

A spokeswoman for Mr Ruddock said any link between his daughter and Mr Laty had no connection to his departure. Mr Ruddock is responsible for the ASIO spy agency. The Age has confirmed reports that Mr Laty had been invited to spend time at the Ruddock home at Christmas. It is believed the invitation was withdrawn after Australian authorities ordered his expulsion.

It is not believed that the relationship was close, but ASIO is believed to have had concerns about Mr Laty's motivations.

Caitlin Ruddock, 26, is an accounting lecturer at the University of NSW. She is believed to have met Mr Laty while studying in Beijing.

Ms Ruddock would not elaborate yesterday, saying only: "This issue has nothing to do with me. You should speak to my dad's office."

Mr Laty's expulsion has been linked to his visits to two Mossad agents convicted for attempting to fraudulently obtain passports in New Zealand. Government sources have also tried to claim that the move against Mr Laty was due to his personal relationships, and alleged pursuit of women, in Canberra - including Defence Department employees
